adblock: maintenance update

Browse Source 
* remove "downloads" category from shallalist default configuration, due
to false positives (i.e. debian & microsoft update sites)
* remove example white- & blacklist entries
* further optimize shallalist handling
* fix domain merging with empty whitelist
* various minor fixes & enhancements
* documentation update
