net-snmp: add notification config options

Add config support which allow snmpd to take a more active role by sending
traps.

Following config options are supported which map directly on snmpd directives:
-trapcommunity
-trapsink
-trap2sink
-informsink
-authtrapenable
-v1trapaddress
-trapsess
