Rosen Penev 918ed84985 portaudio: convert to CMake 
Allows simplifying the Makefile.

Replaced InstallDev with CMAKE_INSTALL.

Added PKG_BUILD_PARALLEL for faster compilation.

Removed inactive maintainer.
