Philip Prindeville 4e29b4f3bb perl: build with -fno-strict-liasing and -fwrapv

Looking at Configure and Porting/config.sh, it seems that Perl
requires both of these options to build correctly.

Should fix FS #1464.

Feel free to add another one if your new patch doesn't seem to fit into an
