Rosen Penev 6f18a460fe uvcdynctrl: Fix compilation with uClibc-ng 
Got rid of libiconv-full dependency. Relying on nls.mk

Fixed up the license information.

Added CMAKE_INSTALL to get rid of the InstallDev section.
