Rosen Penev 91e80e5442 pulseaudio: do not build NEON with unsupported platforms ...

Unfortunately, meson's check is totally broken.

Fortunately, it's fairly easy to workaround.

Fixes compilation with all ARM platforms that don't support NEON.
