Adds support for the fwmark option.
FwMark is a 32-bit fwmark for outgoing packets.
If set to 0 or "off", this option is disabled.

This is a long-needed clean-up.
These applications are not gone! They live in the
luci repo now, where all their friends already are.

Endpoint dependency implemented. The actual endpoint is used exclusively. Using
this approach we are dual-stack safe (not errors on missing protocol) and create
only the dependency that are really necessary.
