The last OpenOCD release was 3 years ago, plenty of new functionality
was added since then. Two security-related patches went in too.
While at it, add a menuconfig option to allow building without any USB
dependencies, useful for devices counting on sysfsgpio to access
targets.

This is useful to assign all traffic to a fw3 zone, e.g.:

Since openocd depends on hidapi it needs appropriate LD_FLAGS to link
against it as that library depends on libiconv.

OpenOCD autoselects libftdi1 when it's present, and should explicitly
depend on it, same about libusb-0.1 API which is provided by
libusb-compat.
