Avoid the postrm/postinst symlink addition and removal as
1) This fails to conflict with other packages which also provide
the same commands and makes what packages is supply the command
depend on which command was installed last.
2) Trunk devs don't like postrm/postinst symlink mangling
3) Packages changing things from other packages is considered bad
packaging pratice on most distros and debian, for example,
prohibits it.

This commit adds the msmtp-scripts package from SourceForge, which
is a wrapper around msmtp that provides queueing, syslog or file logging,
and a basic SMTP (no auth) server.

postrm/postinst symlink mangling is frowned upon
by trunk devs, in addition to packages modifying
the files as other packages during
installation/removal (without a agreed upon mechanism
for coordinating such changes) is prohibited in
most distros.
Further in this case results in wget-ssl failing to conflict
with wget-nossl. As mentioned in the github issue
regarding this (https://github.com/openwrt/packages/issues/2728)
it is also unnessary in current openwrt/lede.
This patch there makes the symlink from the specific
flavour of wget (e.g. wget-ssl) from /usr/bin/wget part
of /install so that they conflict with each other the
way they should, and do not modify the same files
without a delibarate --force-overwrite.

perlbase-utf8 depends on perlbase-unicore however that dependency was missing.
This patch fixes that.

If we've enable POSIX ACL's and XATTR support as the default, then
make tar build with such support by default as well.

Due to KConfig misbehavior the tar config options where getting
enabled even when tar was not enabled. We fix this by enclosing
the options in an if PACKAGE_tar ; endif block.

Add back from oldpackages with fixes for build errors and UCIfication
(for LuCI app submitted in a related PR (against LuCI repo)).
NOTE: Untested packages have been marked with @BROKEN. This can
be undone of others report success with the sniffer
